The first word listing is the preferred Canadian spelling. There is a note on this on p. v in your POCD (the first page of explanations before the dictionary entries begin). In Canada DEFENCE is preferred for all uses: as a noun, in sports, and as an adjective. You use a defence mechanism. The man felt defenceless. DEFENSIVE, however, is spelled with an s.
